President's Report

Greetings APWU Family,
I am honored to announce that the CPWU 22nd Biennial Convention has successfully concluded, and I am privileged to serve another term as your President. Joining me for another term are Dave Steinbach, Executive Vice President, and Jill Taulbee, Secretary-Treasurer.
Representation and Advocacy
I had the distinct honor of representing you at the Denver Regional Assembly in Park City, Utah. I will also represent the CPWU at the National Convention in Detroit, Michigan. Additionally, I have been appointed by APWU National President Mark Dimondstein to serve on the Formal Resolution Committee.
Postal Network Changes
Postmaster General DeJoy has paused some of his detrimental changes to the Postal Network, but not all. In September, the Collection Optimization might be implemented, causing potential mail delays in rural areas. Evening trucks could be eliminated, leading to mail sitting overnight in Post Offices. Such blatant delays in mail service are unprecedented. If you observe these delays, please inform me immediately. Encourage your customers to contact their senators, congressional representatives, and visit betterpostoffice.org to sign petitions and comment on mail delays and service issues.
Grievances and Employee Rights
As I begin my second full term, our focus remains on enforcing Section 7.3B of the Collective Bargaining Agreement, which states: B. The Employer shall maximize the number of full-time employees and minimize the number of part-time employees who have no fixed work schedules in all postal installations. This contract language mandates maximizing full-time employees and minimizing part-time employees without fixed schedules. We have successfully created numerous full-time regular (FTR) duty assignments in Level 18 offices and have about a dozen grievances certified for arbitration, aiming to secure more FTR positions. If your office lacks FTR positions but has sufficient part-time hours, contact your steward or me.
Custodial Duties and Clerk Work
In small offices, custodial work (up to 2 hours per day) is considered clerk work. This can add hours for parttime employees or create new FTR positions. In 6-hour RMPOs, these custodial duties should not interrupt clerk duties. Custodial duties are not to be performed in between customers or during your assigned clerk duties, these are additional hours.
Non-Traditional Full-Time (NTFT) Assignments
Any hours worked outside your bid schedule entitles you to out-of-schedule premium pay, as stated in JCIM Article 8, page 5. Employees in non-traditional full-time (NTFT) duty assignments will normally work the number of hours (daily and/or weekly) identified in their bid assignment, except in an emergency. These employees are entitled to out-of-schedule premium for hours worked outside their normal schedule. Employees with NTFT duty assignments should not work beyond their bid hours except in emergencies. This includes clerks in 6-hour RMPOs performing custodial duties outside their schedule. Such hours are considered out-of-schedule and should be reported for appropriate compensation.
Violations in Level 18 Offices
No Postal Support Employees (PSEs) should work in Level 18 offices. Only career employees are permitted. Postmasters should not exceed 15 hours of clerk work per week and should not perform custodial duties. Any excess should be reported for investigation.
Constitutional Changes and Future Conventions
I am pleased to announce a constitutional change allowing three Members at Large to attend future state conventions with expenses paid, starting in 2026. Stay updated through our newsletters on how to become a delegate.
Contract Negotiations and Solidarity
June 25th marks the opening of contract negotiations. We urge everyone to show solidarity by wearing APWU gear every Thursday.
